Whatever you’ve written stays open to you in the app, paid or not. Project Notebooks are just folders of Markdown files and attachments, so you can always read them without the app.

Your Personal Notebook, stored in your own iCloud account, exports to a Project Notebook whenever you like, so you always have a way to take your notes with you.

The App Store sets prices per region, so your own store listing shows what you’ll actually pay.
